FCCISL and Government Forge Path for SME Growth in Sri Lanka
The Federation of Chambers of Commerce and Industry of Sri Lanka (FCCISL) is championing a groundbreaking initiative aimed at empowering small and medium enterprises (SMEs) across the nation. Recent discussions led by FCCISL President Dr. M. Rohitha Silva with Industry and Entrepreneurship Development Deputy Minister Chathuranga Abeysinghe emphasize a collaborative effort to advance regional enterprise growth through the newly launched National SME Strategy Framework.

The core objective of this partnership is ambitious: to incubate and develop between 1,000 and 5,000 scalable SMEs in every province. This initiative seeks to harness transformative growth, adopt an integrated approach to market needs, and foster an entrepreneurial culture—ultimately delivering measurable outcomes in employment and competitiveness.
A Comprehensive Roadmap for SMEs
At the heart of this initiative is a comprehensive blueprint that aligns with the strategic vision established by the FCCISL’s committees. By engaging both the government and private sector, the FCCISL aims to unlock institutional strengths and enhance capabilities that will facilitate problem-solving for SMEs.
Leveraging its extensive network—comprising nine regional pillars and 65 affiliated chambers—the FCCISL plans to roll out a three-year roadmap. This strategy is designed not only to support sustained SME growth but also to ensure that these enterprises contribute effectively to a circular economy, in harmony with government policies.
Boosting Exports and Substituting Imports
With a strong focus on economic stability, the collaboration seeks to drive rapid export growth and effective import substitution. Key sectors identified for concentrated efforts include Agriculture and Food Security, Information and Communication Technology (ICT), Transport and Logistics, as well as eco-friendly products.
To facilitate business connection with international supply chains, the FCCISL is launching the “SMEs Go Global” initiative. By leveraging its alliances with global commerce bodies, including SAARC and the European Union, Sri Lankan exporters will have enhanced access to international markets.
Strategic Missions and Financial Support
The partnership has set in motion plans for various international trade missions, including an upcoming delegation to India and a targeted investment forum in Saudi Arabia. These initiatives aim to bolster Sri Lankan businesses on the global stage.
Moreover, to address capital needs within SMEs, both organizations are strategizing on unlocking government funding mechanisms. They are particularly focused on mobilizing financial resources to stabilize critical sectors like construction and ICT.

Dr. M. Rohitha Silva aptly stated, “This partnership marks a critical step in bridging national industrial policy with grassroots enterprise development.” By aligning regional chamber networks with the SME Nexus framework, the initiative aspires to create a scalable ecosystem, transforming local businesses into globally competitive entities.
